Crossing the Barriers to Sino-US cooperation

美国敦促中国承担更多的国际责任,并指出崛起的中国应以身作则,遵循国际法,并敦促其战略合作伙伴也遵循国际法。然而,中国坚持的互不干涉内政的原则,由于在某些情况下会导致中国支持有争议国家的现任政府,受到了美国尖锐的批评。中国政府正在呈现一个更灵活和主动的外交政策。同时,中国政府密切关注着美国的军事政策和外交活动,这些活动似乎意在遏制中国,或削弱中国试图影响世界所做的努力。如果中国政府想要在政策、合作框架和联合行动中体现所谓的"新型大国关系",那么达成共识比以往任何时候都更为迫切。美国和中国需要建立战略互信,克服国内政策的障碍,体现出他们乐意在国际上作为领导国家的意愿,更好地协调并解决全球治理和发展存在的问题。

The United States is urging China to assume more international responsibility, pointing out that a rising China should set an example by obeying international law and encourage its strategic partners to obey international law as well. However, China adheres to the principle of non-interference in other country's internal affairs; thus, in some cases, China supports the government of a controversial country that has been sharply criticized by the United States. The Chinese government is adopting a more flexible and proactive foreign policy, while paying closer attention to US military and diplomatic activities that seem intended to contain China or weaken its efforts to influence the world. If China wants to create a new model of major power relationship in its policies, cooperation framework and joint actions, it must reach a consensus with the United States. The United States and China need to build strategic mutual trust, overcome barriers of their own domestic policies, show their willingness to be leaders in the world, and better coordinate and solve the problems of global governance and development.
