摘要
文章系统地分析了云南省的人力资源能力建设的影响因子和现状。在此基础上阐述了欠发达地区人力资源能力建设的思路 ,指出欠发达地区的人力资源能力建设应该走可持续发展模式的路子。
The article systematically analyzes the influential elements and current condition of the ability improvement of human resources in Yunnan, and then interprets the basic thinking of the ability improvement of human resources in the underdeveloped regions. In the end, the author suggests that the ability improvement of human resources in the underdeveloped regions should adopt the sustainable development model.
