The Construction of the BSC-TOPSIS-based Teaching Quality Evaluating System at Non-governmental Colleges

摘要 我国民办教育经过20多年的发展,现如今已具有了一定规模。民办高校的教学质量是其生存与发展的生命线,而建立合适的教学质量评价指标体系是重要保证。笔者尝试从平衡计分卡(BSC)评价方法和TOPSIS算法的角度,建立包含教学质量自评、院(系)评价指标、学生评价指标、学校专家评价指标4个一级指标的评价体系,并将教学质量优势指标和劣势指标作为评价的参考系,从而为民办高校的教学质量评价提供参考。 With over 30 years of development, the non-governmental higher education in China has taken shape. Teaching quality is a lifeline for the survival and growth of non-governmental higher education and the establishment of appropriate teaching quality evaluation index system is an important foundation for ensuring the teaching quality. This paper attempted to build an evaluation system containing four first level indicators——self-assessment, department evaluation, student evaluation and school expert evaluation——from the perspective of the Balanced Scorecard (BSC) evaluation method and TOPSIS algorithm. This evaluation system also includes advantage indicators and disadvantage indicators as the frame of reference. The findings and conclusions in this paper can provide a reference for teaching quality evaluation of non-governmental colleges.
