On Mass Media’s Monitoring on the Administrative Rights

舆论监督这一大范围展开的监督模式正可应对大范围展开的权力模式。当下舆论监督行政权的广度、深度和高度均显不足。行政干预、媒体人的职业素质、行政法主体对舆论监督的管理水平和认识水平均影响舆论对行政权展开监督。舆论监督展开的条件至少有舆论意识的提高、政府信息公开、否定行政主体之名誉权及克减行政人的基本权利。

The extended public opinion’s supervision is suitable for the extended rights of administrative rights.Currently,there is a serious lack of mass media’s superintending on the administrative rights in terms of width,depth and height.The negative influence on the mass media’s monitoring is resulted from governmental interference,the lack of professionalism of journalists,and the management and cognitive limitation on the part of main entity of administrative law.The development of mass media’s supervision must be preceded by public opinion awareness,the publication of government information,the negation of reputation right of the government,and the reduction of basic rights of administrators.
