摘要
二级院(系)实行目标管理责任制是高校内部一项重要的管理改革。只有不断深化内部管理改革才能进一步激活高校强大的发展动力。民办高校在深化校内管理改革创新的进程中必须始终清醒地把握"民办大学"的特质,坚持民办机制不动摇。
Objective Management Responsibility System at the secondary level of the department is an important reform inside the tertiary institution. Only through deepening the internal management reform can the development momentum of the University be activated. In the process of the reform, non-government University should be aware of their status of non-governmental nature and persist in such a system.
