摘要
在社会转型与公共教育权力转移的背景中,教育政策活动范式和教育政策分析范式的转变是一个根本性的问题。教育政策要有效地解决新的社会背景和政策环境中的新问题,必须走向新的范式。在教育政策活动中应建立政府、市场和公民社会之间权力博弈的机制;在教育政策分析中,应建立权力博弈和制度分析的视角。
It is presently a foundational issue to reconstruct the activity and analysis paradigms of educational policy against the general background of social structure change and public educational power shift. That is, there needs a new paradigm of educational policy for the new problems in the new social background and the new policy environment. Therefore, a mechanism of power game should be constructed between the Government, the market and the civil society in the activities of educational policy, and the educational policy should be dealt with from the perspective of power game and institutional analysis in the activities of educational policy.
