齐鲁文化在先秦时期,实际由齐、鲁两支不同特色的文化构成。周初,周王室对齐鲁分封动因、政策、封主及对土著政策的巨大差异,奠定了齐文化与鲁文化不同特色的政治、经济和文化基础。而正是这两支文化既特色不同又密切联系,既相互对立又相互交融的"杂交"优势,使齐鲁地区成为先秦时期的最高文化区,使齐鲁文化在中华文明早期发展中,发挥了核心和主干作用。

Qilu culture was composed of two different cultures-Qi culture and Lu culture during pre-Qin period.At the beginning of Zhou dynasty,the great diversity in the reasons for enfeoffment,the policy of enfeoffment and feudal lords,and policies concerning original inhabitants,contributes to the political,economic and cultural foundation for Qi culture and Lu culture.The close relationship and integration of the two cultures make Qilu district the most advanced area in terms of culture.Qilu culture played an indispensable role in the early development of Chinese civilization.
