盐业引岸专商制度与自由贸易制度之争由来已久。南京国民政府建立后曾面临着难得的发展机遇,却最终没能顺应历史的发展潮流。其改革因循守旧,片面追求财政收入,与引岸专商沆瀣一气,致使食盐运销制度的改革陷入停滞状态。对后来的抗日战争也产生了消极的影响。

There was a longstanding controversy between the salt dealer monopoly system and free trade system. Nanjing National Government was faced with a rare developmental chance in its early period, but he could not adapt itself to the trend of the time. Its reform sticked to the old ways aimed at sheer revenue and wallowed together in the mire with the salt dealer. This produced negative infection to the Anti-Japanese War afterward.
