对公民权利的保障是宪法和宪政的宗旨和精髓。与前三次修宪相比,本次修宪显著的特点之一就是加强和完善了公民权利的宪法保障制度。本次修宪有五条关涉公民权利宪法保障问题的加强和完善:尊重和保护人权、私有财产权的保护、社会保障制度、紧急状态以及土地征用制度,本文具体分析了其原因、具体内容及其深远影响。

The tenet and soul of constitution and constitutionalism is to safeguard civil rights. One of the notable characteristics of the fourth modification of Chinese Constitution, comparing with the preceding three modifications, is the strengthening and perfecting of safeguarding institution of civil rights in Constitution. There are five Amendments in Constitution relating to the above-mentioned: respect and safeguard civil rights, protect separate property and perfect social shielding institution, urgency state and globe confiscation. This article analyses at length the causes, contents, and its profound influences of this kind of amendment.
