This paper on the transport developmentplan of the city of Heidelberg, Germany, introducesboth the general objectives of the plan and the relevantmeasures the plan applies to the different means oftransport in terms of organization and management. Itis found that the transport development plan focuseson three main fields of content, i.e. the provision ofcomplete and independent systems for each of thedifferent means of transport without neglecting tocoordinate their development in an intelligent manner,the guarantee of full mobility opportunities andindividual liberty in choosing a means of transport,and the establishment of the same rights for thedifferent means of transport accompanied by thepromotion of a general sense of mutual respect.
