加入WTO后,面临激烈的国际竞争,竞争的焦点是人才的竞争。各国政府都把发展高质量教育作为21世纪的基本国策。《中共中央、国务院关于深化教育改革,全面推进素质教育的决定》中,已明确提出了我国高等教育(含高等职业技术教育)改革和发展的目标。要想大力发展高等职业技术教育,需要从教育思想、教育观念转变;从构建有特色的专业教学体系,从建立新的运行机制和管理体制等诸多方面进行研究和探讨。
The focus of the intense international competition China faces after its entry into WTO centers round training of highly qualified professional personnel. All governments around the world have made it a basic national polity to develop high-quality education in the 21st century. China has clearly specified the objectives for the reform and development of higher education, including higher vocational education. To effectively develop higher vocational education, it is necessary to change old ideas and views of education and build up a new teaching system with distinct features. It is also necessary to conduct researches on operational modes and management mechanism.
