On the Mechanism of the Supervision of the CPC

建立科学、完善的党的监督机制,是建立整个权力监督机制的关键,也是党依法执政的重要保障。科学的党的监督机制是科学的监督理念、完善的监督体系,合理的工作机制的完整统一。监督,既是对滥用权力的制约,也是对正确使用权力的保证,是保持党的先进性、防止权力腐败的根本要求。党的监督是党内监督和党外监督的统一。党内监督是党内民主监督、组织监督、专门监督、舆论监督的统一;党外监督包括法律监督(立法监督、行政监督、司法监督的统一)和社会监督(政党监督、公民监督、群众组织监督、舆论监督的统一)。

To Build a scientific and perfect mechanism of the supervision of the CPC is the key to the establishment of that of the whole, and is an importance guarantee for the Party to administrate according to the law. A scientific mechanism of the supervision is the integrated unity of scientific ideas, perfect systems and rational mechanisms. Supervision is a restriction of power abuse and a guarantee for the correct exercise of power, and is a basic demand to keep the Party's advanced character and that to prevent power corruption. The Party's supervision is the integration of the internal supervision with that of the exterior. The former is composed of the democratic and the organizational supervision, and special and consensus supervision as well, whereas the latter, integrates law supervision, including that of legislation, of administration, and of justice, with social supervision, including the Party's supervision, and that of the citizen ship, of the various organizations and of public opinions.
