Agricultural Policy and Agricultural Legislation in the Shanxi-Chahaer-Hebei Border Region during Anti-Japanese War

农业是晋察冀边区经济的基础,是战时财力、物力的主要来源。为确保农村经济的恢复和发展,边区政府颁布了一系列法令、条例,建立了比较完备的农业法规体系。边区的农业立法,规范了农村社会经济秩序,保障了农民的合法权益,减轻了农民负担,为今日中国法制农业的实现和农业的发展、农民的增收、农村经济的繁荣积累了丰富经验。

Agriculture lays the foundations of economics in the Shanxi-Chahaer-Hebei border region and is main sources of financial and material resources in wartime.To ensure the restoration and development of agriculture,border region government issued a series of decrees and regulations, and set up relatively complete agricultural statute system. Agricultural legislation in the border region standardizes social economic order in the countryside, ensures legal rights of farmers,relieves the burden of farmers, and accumulates much experience for the realization of agricultural legislation, the development of agriculture,the increase of farmers' income,the prosperity of economics in the countryside.
