前苏联社会主义实质上是人治社会主义,苏联解体是人治社会主义的必然结局。苏联解体给予我们的最大的启迪是,社会主义法治建设的关键在于普遍而坚定的法律信仰和与时俱进的改革策略。应当把法律信仰教育作为我国社会主义法治建设的首要任务,迅速实现改革中心的转移,将我国改革的重心从经济体制改革转向政治体制改革,并在改革方向、改革策略以及改革手段上做必要的调整。
