An Exploration of Chinese Governments Policy Learning Ability of in Crisis Affairs

政策学习能力是一个政府公共政策决策过程的重要影响因素。文章剖析了政策学习的内涵与模型 ,阐释了政策学习能力的构成 ;通过对世界各国 (地区 )应对萨斯危机的政策梳理 ,透视我国政府处理萨斯危机的政策学习能力四个方面 ,即政策信息化、法制化、社会化和国际化的能力。以此为依据 ,归纳出提高我国政策学习能力的四条路径。

Policy learning ability is an important factor influencing the public policy making process by a government. The article analyzes the connotation and mode of the policy learning,and explains the formation of the policy learning ability. By classification of policy responses to SARS crisis by governments all over the world,it observes the policy learning ability of Chinas government in similar situations in four aspects: policy on the basis of information,legislation,socialization,and internationalization. Upon such basis, four measures are put forward for the increase of policy learning ability by Chinas government.
