行政公文“意见”文种的探讨

On Literary Style“Comments”in AdministrativeOfficial Documents

本文围绕行政公文新增文种“意见”的相关问题 ,对电大各专业现行《应用文写作》课所采用的新教材 (2 0 0 2年 1月版的《应用写作》和 2 0 0 2年 7月第 3版的《新编财经写作》)中的相关阐述提出补充和商榷的看法。主要是 :(1)“意见”替代了原先“指示”的功用 ,同时也替代原先“呈转性报告”的功用 ,兼有下行文、上行文和平行文的性质。 (2 )原先“报告”“提出意见或者建议”的功用改由“意见”承担 ,而不是由“请示”承担。 (3)“呈转性报告”取消 ,而“按其行文的直接目的的不同”对“报告”

This paper relates to some issues on the new literary style“Comment”in administrative document writing.It offers the writer's additional and consultative view on the two course books-Practical Writing(Jan.2002 edition) and New Financial and Economic Composition(3 rd edition)July,2002-which are now being used across different majors in Radio & Television Universities.Mainly the writer holds that:(1)“Comments”has taken the place of“Asking for Instruction”as well as“Submission and Forwarding Report”in terms of function.At the same time,it possesses the nature of official documents for lower authorities,official documents for upper authorities and that for parallel authorities.(2)The function“offering comments and suggestions”in the former“Report”is performed by“Comments”rather than“Asking for Instruction”(3)Since“Submission and Forwarding Report”has been cancelled.,it makes no sense to sort out the so-called“Report”according to different direct purposes of its text.
