论基本医疗保险的“最低缴费年限”

"The Lowest Fixed Number of Years for Premium" Should Be Implemented in The Basic Medical Insurance

目前 ,我国实行的城镇职工基本医疗保险制度 ,退休人员参保 ,单位和个人均不缴费。这既没有体现缴费义务与享受保险待遇相对等的原则 ,又不利于基本医疗保险基金的积累和抗风险能力 ,因而有必要引进“最低缴费年限”的规定。

Under the current system of the basic medical insurance for workers and staff members in town of our country, for the retired who have effected insurance, neither the unit nor the person himself is to pay the premium. That does not reflect the equality principle of obligation of premium paying and the treatment of insurance; nor is it good for the basic medical insurance to accumulate or its risk-resistance capability. Therefore, it is necessary to adopt the stipulations of 'the lowest fixed number of years for premium'.
