在当代中国转型时期,农村弱势群体不断扩大,在一定意义上可以说是改革的必然结果,是向现代农业迈进过程中的必然产物,是社会历史发展的必然性,也是一种暂时的现象。由于不思进取的意识自然条件、非正常因素等原因,使农村弱势群体不断扩大。要减少农村弱势群体,必须大力发展生产力,实现社会公正,给农民以真正的国民待遇,精减机构,减轻农民负担,大力扶持教育的发展。

To some extent, the ever expansion of the weak mass in rural areas is, as it were, a necessary result in the period of transformation of contemporary China, an inevitable cost in the course of progression into modern agriculture and a necessity of historical development, and a temporary phenomenon as well. The conservative ideology, poor natural conditions and abnormal factors causing poverty account for its expansion. Reducing the weak mass in rural areas demands a vigorous development in productivity, realization of social justice and real citizen treatment of the farmers, reorganization of structures to ease their burdens and energetic support of the development of education.
