On the Origin and Countermeasures of Corruption Emergence

腐败的产生有多方面的原因,但其根本原因主要有两个:一是思想道德力量的失效,主要表现为行政道德失效和官本位的历史遗毒;二是权力监督力量的失效,主要表现在社会与政府的二元分化还没有完成,监督权威不够以及普遍存在崇圣意识的臣民心理、权力崇拜心理。要从根本上遏制腐败就必须加强思想道德的建设,加快以权限为核心的政治体制改革,加强行政道德立法,厉行法治,提高公务员素质。

There are various reasons in the emergence of corruption, but its basic reasons are as follows. First, the ideological morality force is inefficient, which is shown in the inefficiency of the administration's morality and in the harmful tradition of official's standard. Second, the strength of power supervision is inefficient, which is demonstrated in the non-finished dichotomy between the society and the government. There are inadequate authority supervisions, and people generally have consciousness of holy-worshipped, subject psychology and power-worshipped psychology. We must strengthen the ideological morality construction so as to prevent from being corrupted fundamentally, accelerate the political structure reform taking authority as the core, strengthen administration's morality and legislation, strictly enforce law-ruling and improve the qualification of civil servants.
