An Integrated Benefit Analysis on the Forestry Finance Discount Policy

我国的林业财政贴息政策 ,即林业项目、森工企业多种经营项目、治沙项目 ,以及山区综合开发项目贴息贷款政策 ,在我国的林业发展和环境保护过程中发挥了重大作用 ,产生了巨大的经济效益、生态效益和社会效益。目前 ,我国正在研究建立公共财政框架。分析林业财政贴息政策实施后的综合效益 ,对林业中的公益部分纳入公共财政框架 ,有重要的研究意义和参考价值。该文对林业财政贴息政策的历史及其重要作用进行了阐述 。

China's forestry finance discount policy, namely, the discount loan policy favorable to the forestry projects, diversified operation projects practiced by forest-based enterprises, desert controlling projects, and rural integrated development projects, has played a significant role in China's forestry development and environmental protection with huge economic, ecological, and social benefits. China is now studying the establishment of the public finance framework. It will be of research significance and reference values to analyze the integrated benefit when forestry finance discount policy is implemented and the public benefit component of forestry is classified into public finance framework. The paper, based on a historical review of the forestry finance discount policy and an explanation of its functions, analyzes its integrated benefit from different angles.
