人力资本对经济发展有巨大的促进作用,我国西部地区人力资本数量的缺乏与质量的低下已严重影响了经济发展。造成这一现状的原因在于:理论指导上的缺陷,人力资本产权保护和报酬机制尚未建立,人力资本市场建设滞后等。因此,我们应加快西部地区人力资本积累,保持西部地区经济持续发展。一是实施教育超前发展战略,加大教育资金投入力度;二是界定人力资本产权关系,明确人力资本参与分配;三是加强西部地区人才培训;四是创建有利于西部地区人才成长的社会文化氛围。

The article analyses the link between human capital and economic development, The actual meanings of quickening human capital investment and accumulation, the present state and origins of human capital in the western and bring up some measures to speed up the human capital accumulation in the western of China.
