摘要
此文回顾了国际海事组织开展人的因素研究的起因和为减少人的因素对海上交通安全的负面影响所做的努力,包括制定国际安全管理规则,规范安全评价,开展对海事中人的因素调查以及制定预防疲劳的对策。
The work done by IMO on the human elements for maritime safety and environment protection is briefly reviewed. Except the revising work on STCW95, IMO and its member States had also endeavored on the research and adoption of ISM code, FSA, And Guidance on fatigue. Although there have been a great progress on the reduction of human elements influences on maritime safety, there still are long way to go.
