“全球公民社会”的生成及文化意义——兼论“世界公民人格”与全球“公共价值”意识的内蕴

The Birth of Global Civil Society: The Historic Background, the Foundation of Practice and Its Cultural Significances

21世纪的人们所面对并生活于其中的当代社会,是一个业已处在全球化浪潮中的现代"全球公民社会",它是对近代以来以"现代性"为理念支撑的"原子式社会"的反思、重构与超越,旨在实现人类实践经验与精神文化观念的全面共享。"全球公民社会"秉持"世界公民"的生存理念观,着眼于"世界公民人格"的养成与全球"公共价值"意识的化育,表现为一种普世但非同质的价值理想,同时更是一种必要的制度安排和实践规范———宪章、规则、目标、机制等。全球公民社会有其内在的合理性根据,它自身禀赋着多方面独特的功能性特质:一是谋求多极主体实践行为的统一性,建构全球性的协同与合作伦理;二是化解全球自由市场无限扩张与民族国家有限生存之冲突,探寻两者间必要张力生成的可能性空间;三是致力于全球公共事务的有效治理,谋求全球公共秩序与集体行动的实践逻辑。

The modern society, which people in the 21^(st) century are facing and living in, is a modern 'Global Civil Society' in the process of globalization. It is the result of rethinking, reorganization and surpassing of the 'Atomic Society' supported by 'Modernity' since neoteric time, the purpose of which is to realize the full sharing of the experiences and ideology of human culture; 'Global Civil Society' supports the surviving idea of 'Global Citizen', and focuses on the cultivation of 'Global Citizen Personality' and global 'Common Value', the demonstration of which is a common but with different quality value ideology, at the same time a necessary system arrangement and practice standards-charter, rule, goal, mechanism and etc. Global civil society has its inherent foundation, and has its own various and special function: the first is the pursuit of the unification of poly-principal practice behavior and the construction of global coordination and cooperation; the second is the solution of unlimited expansion of global free market and the conflict of the limited existence of nations, and the exploration of the possible space as the result of both forces; the third is the effective management of global public affairs, and the pursuit of the logic support of global public order and group behavior.
