加快建设资源节约型社会,已成为新一届政府大力推动的重点工作之一。在能源短缺、用水紧张的现实压力下,资源约束矛盾日益突出,国务院决定2004年至2006年在全国开展资源节约活动。 石油石化企业走新型工业化道路的进程中,既受社会大环境的驱动,又源于降低成本提高效益的内在要求,将节能节水作为资源节约活动的重中之重。中国石油集团公司积极推动创建节能节水型企业。 这次全国资源节约活动和石油企业的节能节水活动,其范围之广,时间之长,力度之大都是前所未有的。
Chinese top leaders have been anxious a lot for the shortage of water and energy in China. The new term of Central Government definitely puts forward the vision of building a resource-saving society. Under the proposition of President Hu Jintao and Premier Wen Jiabao, China has decided to take a national-wide action of resource saving from 2004 to 2006. As the country's most important enterprises, CNPC also begin to implement their own resource saving strategies to cope with the Central Government's policy. For instance, CNPC and its holding company-PetroChina launched a campaign of building 'enterprise of energy and water saving'. At present, PetroChina consumed 0.74 billion cubic meter of water per year, its energy-consumption aggregate accounted for 23% of the primary energy produced by itself, and the cost of energy-consumption and water-using amounted to 30 billion yuan. By implementing the campaign of saving water, PetroChina hopes to save 1.5 billion yuan within 3 years.
