城镇化进程中失地农民利益保障问题探析

Discussion on the Farmer's Interest Guaranteed in the Course of Urbanization

城镇化是我国经济和社会发展的客观要求 ,城镇化进程的加快 ,需要征用大量农用土地 ,不可避免地产生失地农民这一新的弱势群体。如何保障失地农民的利益 ,妥善地解决农民失去土地后的生活、就业、养老等问题 ,关系到征地工作的顺利开展、城市化进程的加快和社会的稳定。本文从失地农民利益保障存在的问题入手 ,分析了失地农民利益保障问题产生的原因 。

Urbanization is the objective requirement of Chinese economic and social development. Acceleration of the urbanization pace needs to take into account the needed large area of farmland. Current urbanization will make many farmers loss their land. How to guarantee interests of the farmers losing land and help them solve the problems of livelihood, employment and old-age pensions are very important factors requiring implementation and requisition, acceleration urbanization, and making social stable. In light of the existing problems in the respect of guaranteeing interests of the farmers losing land, the author analyses the reasons producing these problems of guaranteeing interests of the farmers losing land and puts forward the countermeasures for resolving the problems of loss land and the farmer's interests.
