通过对舟山市政府管制出租车价格的现状、动因及弊端的案例分析,说明我国从计划经济向市场经济转型过程中,政府行为仍强烈地受制于计划经济时期的思维模式,政府过度或不当管制都会使市场无法有效地发挥其自我调节的作用,而且为解决由于管制所产生的问题,政府不得不采取更多的管制,结果使管制及其所产生的弊端形成恶性循环。为了有效地摆脱目前这种困境,政府必须放松对出租车市场的价格管制,让市场充分发挥调节作用,而政府的作用仅限于补充的位置。这样不但有利于司乘各方的利益,而且也有利于出租车市场的健康发展。
