在某种意义上说,西部大开发的实质是对西部民族地区和少数民族的大开发。应通过民族高等院校、内地发达地区的重点大学及西部地区高校及大中专学校造就和培养更多德才兼备的高素质民族干部和各种科技人才,加快西部大开发的步伐,使民族地区加速全面建设并达到小康水平。
