Reconceived Principle and Thinking of Rural Public Service System of Country According to Fame of WTO

本文分析了我国传统农村服务体系的特点与弊端,提出了与市场经济全制相适应,农民需求、有限政府职能、分类供给的重构农村公共服务体系的原则;并从农民组织、服务性质、政府责任、供给主体、设置方式方面,提出了重构农村公共服务体系的思路。

This thesis analyses the characters and drawbacks of the traditional rural public service system of our country.And it raises a new principle of the rural public service system,adapting to the market economy,meeting the demand of peasants,limiting the function of government and implementing the classified supply,Meanwhile,the paper puts forward the thinking on the reconceived rural service system in five aspects,which are the peasant organization,the nature of service,the duty of government,the subject of supply and the means of establishment.
