党的十六届三中全会提出了“全面、协调、可持续”的新的发展观理念。全面建设小康社会 ,城乡要统筹发展 ,经济建设和文化建设要齐抓并举。贫困山区物质生活条件差 ,精神文化生活也十分贫乏。加强贫困山区农村文化建设意义重大 ,刻不容缓。因此 ,积极探索 ,寻找对策 ,努力建设农村先进文化 ,是一项紧迫的“民心工程”

The third plenary Session of the Sixteenth Central Committee of the Party put forward the 'all-around,coordinate and sustained' new cognition of development.If building a well-off society across the country,cities and rural areas should be developed together,and economic and cultural construction should be implemented at the same time.In poor mountainous areas material life is in the bad condition and spiritual and cultural life is in the poor situation.It is very significant to strengthen immediately cultural construction in poor mountainous areas.Therefore we should actively make exploration,pursue countermeasure and try our best to build rural advanced culture,which is an urgent 'project that conforms to aspirations of the people and meets their needs'.
