天津城市可持续发展:市民文化素质评价及塑造现代市民精神

The Sustainable Development for Tianjin:The Evaluation of Civil Cultural Attainment and the Shaping of Modern Civil Spirit

塑造现代市民文化精神是实现天津城市可持续发展的战略需要。通过评价可知,天津近代以来由于经济的发展和京畿地位的确定,基本形成了重义轻利、勤劳敏思、乐于助人、安于现状的市民精神,但缺乏竞争意识:天津市民的文化素质在世界上仅处于下中等发展水平,这与天津未来国际大都市的地位不相称。因此,天津要从发展经济入手,提高教育水平,加快城市文化建设,建立高品位的城市生态文化体系,利用现代化高科技手段,加速推广文化、科技知识,使天津市民的文化素质尽快达到上中等发达国家水平。

The shaping of modern civil culture and spirit is a strategic need to achieve sustainable development for Tianjin.By means of evaluation,we get to know Tianjin's civil spirit since mod- ern times,owing to economic development and its location as the gateway to capital of Beijing, has formed such characters as weigh righteousness heavy and interest light,industrious and in- sightful,willing to help others,satisfied with things as they are,and yet short of competitive mind.The culture attainment of Tianjin citizen attained merely below the middle development level worldwide,which is not proportional to Tianjin's status as an international metropolis in the future.Hence,Tianjin should proceed with developing the economy,upgrad its level of educa- tion,accelerate to construct city culture,establish high-class system of city's ecologicaI culture. In the meantime,Tianjin should utilize the modern high-tech as instrument to promote the knowledge of culture,science and technology so as to make the culture quality level of Tianjin cit- izen catch up with that of the upper-middle developed countries as soon as possible.
