从城乡关系演进规律看农村社区管理城市化的必要性

Significance of Urbanization of Rural Community Management

党的十六大提出的“全面建设小康社会”和“城乡统筹”不是孤立的,而是相互联系在一起的。建设全面小康社会的重点在农村,关键要克服我国二元社会结构所造成的城乡管理体制严重脱节的问题,即实行城乡统筹。结合国际发展经验,本文认为,只有通过农村社区基础设施建设标准和管理机制的城市化,才能将城乡统筹的发展思想落到实处,才能有效建设全面小康社会。

To build a well-off society in an all-round way and to balance urban and rural development, as proposed by the 16th Congress of CPC, are interconnected rather than separated from each other. The focus of building a well-off society is the countryside, and the key lies in the balancing of urban and rural development through settling the serious disjuncture of the urban and rural management system caused by China's dual social structure. Referring to the international development experience, the paper deems that, only through the urbanization of the infrastructure construction standard and management mechanism of rural communities can the balance of urban and rural development be achieved and a well-off society be effectively constructed.
