Helping the underprivileged group is not only the important substance of building a well-off society in an all-round way but also an important matter bearing on the whole situalation of the country's reform,development and stability.From the ethical perspective,the article gives a detailed theoretical analysis of the reasons why the government helps the underprivileged group by arguing that man is the end of social development,that any individual has rights to live and develop,that it is the government's duty to pursue justice and that all the members of the Communist Party of China must implement their Party's purpose,which has certain guading significance in theory and practice for the country's underprivileged group assistance.
