Talents are the decisive factor in revitalizing the old industrial base in Northeast China. Great effort should be made in promoting vocational education and continuing education focused on training staff skills, which is concerned with the strategic situation of revitalizing the old industrial bases, which is the inevitable requirement of improving the quality of the work force and advanced productive forces, which is an important means of improving human resources, promoting sustainable development of economy and society, and increasing enterprises' competitiveness at the core, and which is also the essential measure of increasing employment and maintaining social stability.
