摘要
我国高校人力资源开发在理论上缺乏系统的研究,在实践上也存在着重使用、轻开发等问题。为在21世纪持续提高教育质量,增强高校的竞争力,必须构建高校人力资源开发的理论框架,解决现实急需解决的相关问题。
There exist many problems in human resource development in higher institutes-an inadequacy in theoretical studies lead to the HR being over used and less developed in practice. Hence the theoretical frame need to be constructed to solve the relevant practical problems for the sake of enhancing the quality of education and improving the competitive power among higher institutes.
