我国农地生产功能和保障功能状况的调查与思考——兼论农地经营体制的创新

The Investigation and Thought of Farmland's Production Function and Ensure Function in Our Country

我国农村的土地制度隐含着牺牲土地生产功能而权当保障功能的特点,使得大部分地区的土地经营存在着不利于农业可持续发展的因素。因此,应在切实保证农民对土地承包权的基础上,改变现行的农业生产方式和经营模式,实行适当的集中合作经营,使农村土地的保障和生产双重功能同时发挥,为实现农业现代化这一长远目标奠定良好的基础。

Our farmland system implies the character that it sacrifices its production function to strengthen its ensure function, and the management of farmland in most areas has some detrimental factors which hamper the sustainable development of agriculture. Therefore, we should change current mode of agricultural production and management and implement proper centralized management on the basis of guaranteeing peasant' s land contract right practically, which can full play farmland' s ensure function and production function at the same time and settle good foundation for realizing the long-range objective of agricultural modernization.
