当前我国高等教育正持续向大众化方向发展,一定程度上满足了社会对高等教育的入学需求,但育才理念、管理体制、办学水平、社会承受能力等仍制约着大众化的进程。因此,应以体制改革为重点,建立多元化的筹资体系和多样化的办学模式;以结构调整为主线,提升高等教育整体水平;以资源的合理配置为基础,使高等教育在可承受能力范围内加快发展速度;以政策支撑为保障,推进高等教育的健康发展。

Our higher education is developing towards popularization, partly meeting with social demands, but being restricted by talent-cultivating ideas, administrative systems, educating capacity and social reaction.Diversified capital-gathering systems and educating models could be established by laying stress on reforming system.The entivle higher education standard could be improved by giving prominence to structure adjustment.The development of higher education could be geard up by basing on rational disposal of resources and this development could be healthy thanks to the guarantee of our policy
