Social Credit System--Government Roles in a Tiered Structure

本文通过对社会信用体系涵义的分析,认为社会信用体系是"信用交易的辅助性社会系统"。社会信用体系是一套复杂的系统,却有一个清晰的层次结构,主要分为四层:基本经济秩序原则与保障体系、信用环境、信用服务机构和机构内部信用管理机制。据此结构,本文进而提出政府在构建社会信用体系的过程中,应采取的策略和政策取向建议。

This paper, through an analysis of the intrinsic meaning of the social credit system, defines the social credit system as 'an accessorial social system for credit transactions'. The social credit system, though complicated in nature, has a clearly defined tiered structure, which is made up of four levels: 1) basic economic rules and a supporting system; 2) a credit environment; 3) credit service providers and; 4) credit institutions' internal management. This paper, based on the said structure, proposed government's possible roles and position in establishing the social credit system.
