摘要
风景名胜区经营权转让是当前旅游经济中普遍关注的热点 ,也是景区体制改革、机制创新的关键。从经济学原理和经营实践来看 ,风景名胜区经营权的转让不会导致所有权变更 ;风景名胜区产品供给应采取市场生产与政府提供相结合的方式 ;在充分发挥市场机制在风景名胜区资源配置中的作用的同时 ,应完善相应的法规、制度 ,规范经营权的转让。
Transfer of managerial authority of scenic spot is a hot and attentive issue in current tourist economy and a key point of system reform and system innovation as well. From the viewpoint of economics and management practice,transfer of managerial authority of scenic spot cannot lead to changes in proprietary right;product supply of scenic spot should adopt the way of combining market production with governmental offer; while giving full play to market system in the assembling of scenic spots,we should improve the corresponding law,rules and regulations and control and adjust the transfer of management authority.
