西部经济重建和破解三农问题中强化财政职能的一个新途径

A New Approach for Strengthening the Financial Function in the Reconstruction of Economy in Western China

从西部开发及其三农问题解决中存在的资金不足问题入手,提出西部开发中强化地方政府财政职能的一个新途径一发行地方政府公债。分析了发行地方政府公债的必要性、理论上的可行性、社会各界对其认购的可能性及其偿还的可行性。并就由其产生的“挤出效应”;资金的匮乏使得农业技术的开发和运用受到严重制约,抑制了农业生产力的发展;地方财政入不敷出,支农政策难以落实等相关问题做了进一步的讨论。

By dealing with the problem of capital deficiency concerning agriculture, rural areas and peasants, the paper proposes a new approach for strengthening the financial function of the government in the development of western China, that is, issuing local government bonds. The necessity, theoretical feasibility, possibility of local subscription and repayment of the bonds have been analyzed. Further discussion focuses on the problems of 'extrusion effect' , the serious constraints to the development and application of agricultural technology caused by capital deficiency, the inability of local finance to make ends meet, difficulty in carrying out support policies for agriculture, etc.
