摘要
黑龙江省城镇化率在全国虽然居于领先地位 ,但在城镇化发展中仍存在着城镇化率的提高相对较慢 ,城镇化质量不高 ,城镇化率“虚高度化” ,小城镇建设滞后、结构不合理等诸多问题。其主要原因是非农产业发展滞后 ,现行土地政策制约等。
Although the rate of urbanization in Heilongjiang Provine takes a leading place in China,there still exist many problems in the process such as slow development,low quality,backward construction and irrational structure,etc.These problems are mainly caused by the lagged development of non-agriculture industry and the restriction of current land policies.
