The 1982 United Nations Law of Sea Convention” signed by more than 150 nations went into effective on 16 November 1994, and has brought about great changes in peoples’ sense of oceans. According to some provisions of the Convention, great changes take place in the ranges of jurisdictional sea areas and the ownership of marine resources and rights and interests of maritime nations and also in the resources and rights and interests of the international waters of all the countries in the world. Since the Convention entered into force, the international maritime order has been greatly restructured, and the new concept “sea land” comes into being. Oceans have become the focus of world attention. People get more and more aware that the 21st century is an era of ocean. The authors introduce the aims and contents of the Convention, expound principles adopted by China and the neighboring countries, declare the development of marine economy of China and the developed countries, and describe contents, forms and characteristics of the marine integration management.
