近年,我国政区地名变更较多,在政区地名命名和更改时出现了许多重名、层次混乱和名地不符现象,给社会管理、对外交往以及人民生活造成诸多不便。在这种情况下,认清现存的实际问题并分析其形成原因,最终找到解决之方,具有相当的紧迫性和必要性。
