On Circular Economy and Government' s Role

循环经济作为一种人类社会理想的经济发展模式,能够减轻对自然资源的压力和增强对生态环境的保护,是人类社会实现经济可持续发展的必然选择。循环经济的发展,涉及到资源利用和污染物排放,具有很强的外部性,离不开政府的引导、支持。应该积极发挥政府作用,为循环经济创造优良的内、外部环境,推进循环经济的发展。

As a perfect economic development model in modern society, circular economy can alleviate the pressure on natural resources and strengthen environmental protection, therefore it is a necessary choice for human economic sustainable development. The formulation of circular economy including the use of natural resources and the discharge of polluted and waste has externality, which needs the government' s support and instruction . It is imperative to actively play the government' s role to create good internal and external situation for circular economy in order to advance the development of circular economy.
