公共选择理论视野中的规则变革

The Rule Reform in the Perspective of Public Choice Theory

公共选择理论不仅提出提高政府行政效能的关键在于规则变革 ,而且提出了规则变革的优先顺序 ,即与政治规则相比 ,优先选择经济规则 ;与较低层次规则相比 ,优先选择元规则的变革。将公共选择理论关于规则变革的观点用来比较分析中西方行政改革 ,将会发现变革公共服务的供给规则 (公共服务市场化 )是当代西方行政改革的优先选择 ;而优先把行政决策的规则从其它性质的规则剥离出来 ,建立公共行政体制 ,是中国行政改革不可回避的战略选择。优化政府公共服务职能的前提是建设公共行政。

Public choice theory not only points out that rule reforming is the key point to improve the administrative effectiveness of government, but also gives the preference of rule reforming: compared with the political rule, choose the economical rule firstly; compared with the lower-level rule reforming, choose the constitutional rule reforming firstly. From this specific perspective, we will find change the rule of supply of public service is the preference of the west development countries’ government administrative reform; however, distinguish the rule of administrative decision making from other kind of rules is the inevitable strategic choice for Chinese administrative reform.
