How the Cross Appointment of Members on Two Committees Affects Rural Women in Entering Villagers' Committees, and Coping Measures

在2002年新一轮农村村委会换届选举中,政策上普遍强调了村委会和党支部交叉任职,以精简干部。但是,这无疑也是对农村妇女在乡村权利结构中的弱势地位雪上加霜。交叉任职给农村妇女进入村委会造成了许多负面影响。要消除这些负面影响,发挥广大农村妇女在农村基层民主中应有的作用,妇女应该通过自身素质的提高,依靠妇女组织以及制度安排来克服妇女进入村委会的种种困难。

In the 2002 election of villagers' committees of a new term, it has been stipulated that cross appointment of members on villagers' committees and Party branch committees should be practiced so as to downsize the two committees. This, undoubtedly, will aggravate the position of rural women as the disadvantaged in rural power structure. To eliminate this negative influence and enable rural women to play their proper role in village democracy, women should overcome the obstacles obstructing their entry into villagers' committees through improving their own qualities and relying on arrangements by women's organizations and by rules and regulations.
