Economic Analysis of the Relationship between Local Government and Commercial Bank

地方商业银行从成立伊始就与地方政府存在着密不可分的关系,目前这种关系是否仍然有助于地方商业银行的进一步发展?地方商业银行与政府的关系究竟应该如何?股权结构上要不要政府参股?要不要政府控股?在当前金融制度环境、政治体制下,能否实现地方政府与地方商业银行的双赢?本文从考察地方政府参与地方商业银行的有效性出发,提出并阐述了政府与地方商业银行的理性关系问题。

Local commercial banks have close relations with local governments, but whether these relations help further development of local commercial banks? What relations should be between local commercial banks and governments? Whether should governments share equities and hold equities? Under current financial institutions as well as political system, whether both local government and local commercial banks can be benefited? This paper advances the rational relations between governments and local commercial banks, in the view of discussing efficiency that local governments share local commercial banks.
