Thoughts on Legal System of Controlling Dangerous Waste's Transfer by Crossing the Boundary Illegally

本文分析了危险废物越境转移的原因及其对环境的危害 ,叙述了控制危险废物越境转移的法律框架 ,并指出了当前存在的一些主要问题 ,进而相应地从完善法律体系、负担加诸出口国、落实共同但有区别的责任原则、设立一个专门机构等方面提出了对策。

The thesis analyzes the courses of the dangerous waste's transfer by crossing the boundary illegally and its danger to the environment, discusses the legislation for its control and points out some main problems that exist at present. And gives measures from parts like perfection of legal system, burden for the exporting countries, fulfillment of obligation principles which are commonly taken by countries revolved with different extent, establishment of a specific organization.
