Justness under the Visual Angle of Public Administration

公正是人类不懈的追求,从古希腊开始,人们就开始探索公正及其实现的途径。其实,最需要公正的领域是公共行政的领域。特别是在市场经济条件下,公共行政道德化的价值基础就是公正,即公正的制度安排和行政人员行政行为的公正。行政人员作为公共行政的主体,他在行使公共权力的过程中做到公正不仅是公共行政运行的客观需要,而且对整个社会的健全有着重要的影响。对于行政人员自身的发展来说,他的公正定位是他实现自我和完善自我的根本途径。

Fairness is the untiring pursuit of mankind. From ancient Greece, people began to probe justness and the way of realization. In fact, the most needed field of justness is the field of public administration. Especially under the condition of market economy, the value foundation of public administration moral-ization is the justness, namely, just system arrangement and just administrative behavior of administrative personnel. During the process of exercising public power, administrative personnel as the subject of public administration, living up to justness is not only for the objective needs of public administrative operation, but also has an important influence to the healthiness of whole society. To administrative personnel' s own development, the just orientation will be the basic way to realize ego and to perfect selfhood.
