This paper analyses on how to strengthen the training of the leading cadres, and how to inprove their political quality, moral standard, administrative ability and management ability through various ways. To mould and improve the leading cadres' qualities is to play the role of their ability, to serve the people, to benefit the people, and better to serve the society.
