摘要
中国的国企改革实质上是政府主导下的一场制度变迁。从 2 0世纪 90年代以前的放权让利式的改革到 90年代以后的围绕建立现代企业制度这一制度创新展开的改革 ,国企改革经过了 2 0多年的实践探索取得了一定成绩 ,但很多深层次的问题也同时凸显出来。因此 ,要完成建立现代企业制度这一制度创新应在以下一些方面多下功夫 :(1)对国有经济布局进行战略性调整 ;(2 )构建国有企业的产权结构 ;(3)建立健全机制 ,培养中国职业企业家队伍 ;(4)建立健全社会保障体系。
